Climate Jobs is led by people with deep experience in local government recruitment, organisational transformation, and climate change. We bring together expertise in workforce capability and climate knowledge to create solutions that are practical, credible, and designed for councils of every size.

Eleanor is a sustainability and climate change professional with over 25 years of leadership experience spanning local government, consulting, and business. She combines strong strategic governance capability with deep expertise in sustainability, climate change and organisational transformation.
Eleanor holds a Master of Sustainable Systems (Environmental Markets) from the University of Queensland and is a graduate of the Australian Institute of Company Directors. She served as CEO of Local Buy, a subsidiary of the Local Government Association of Queensland, where she provided strategic leadership to the local government sector and supported collaboration, innovation, and value creation across 77 councils. Following this, Eleanor worked in sustainability and climate change consulting at AECOM, advising government and corporate clients on climate risk, carbon management, and sustainable procurement.
Building on this experience, Eleanor founded Climate Jobs to support councils and their people to turn climate ambition into action, capability and confidence. As founder, she has created the first local government Climate & Sustainability Capability Framework and works alongside councils, partners, and educators to strengthen leadership, workforce planning, and practical pathways for climate and sustainability action.
In addition to Climate Jobs, Eleanor is Executive Director of Leading Roles, a specialist local government recruitment and advisory firm supporting councils across Australia to strengthen leadership capability and workforce strategy. She is also a Non-Executive Director of Green Cross Australia, contributing to national efforts to build resilience and accelerate evidence-based climate and sustainability action.

Mark is an experienced business leader and executive recruiter with more than 25 years’ experience spanning local government, environmental services, and workforce transformation. His career has been shaped by a long-standing commitment to public service, environmental stewardship, and building organisations that perform well for their communities.
Mark holds a Bachelor of Applied Science (Environmental Health) from the Queensland University of Technology. His early career in local government and environmental regulation gave him a strong, practical understanding of council operations, statutory responsibilities, and the challenges councils face in balancing compliance, service delivery, and community expectations. This grounding continues to inform his work and his enduring interest in strengthening environmental capability within local government.
In 2012, Mark founded Leading Roles, which has grown into one of Australia’s most respected recruitment and advisory firms specialising in the local government sector. Through this work, he has supported councils across the country to strengthen leadership capability, attract specialist talent, and build high-performing, values-led organisational cultures. His approach emphasises trust, long-term relationships, and a deep understanding of what effective leadership looks like in complex public sector environments.
Alongside his recruitment and advisory work, Mark provides strategic oversight and guidance across Climate Jobs and Leading Roles. His sector insight ensures services are practical, credible, and aligned with the real-world needs of councils. His role supports thoughtful decision-making, sustainable growth, and the delivery of meaningful impact for councils and the communities they serve.

Carla is a strategic marketing and communications executive with over 25 years’ experience in brand leadership, stakeholder engagement and business development across higher education, government and the private sector. She holds a Bachelor of Arts (Honours) in German Studies from the University of Birmingham, a Diploma of Marketing from the Dudley College of Technology, and has completed the Company Directors Course with the Australian Institute of Company Directors.
Carla has held senior marketing leadership roles with Bond University, Destination Gold Coast, Retail Food Group and most recently with Leading Roles, where she elevated the company’s profile as Australia’s leading local government recruitment brand. Her strength lies in shaping strategy, leading teams and creating campaigns that drive engagement and connection. At Climate Jobs, Carla supports marketing and strategic communications, ensuring its services and programs achieve strong reach and visibility with local government leaders nationwide.
